Joseph Park (3420 Plyers Mill Road) – Community Feedback Requested

The Town will be hosting a public comment session prior to the Wednesday, November 13, 2024, Town Council Meeting. The public comment session will begin at 6:30 pm at Town Hall, and will also be available over Zoom, in which the Mayor and Council are requesting feedback on the possible sale of Joseph Park (3420 Plyers Mill Road).

  • 3420 Plyers Mill Road was acquired by the Town on October 31, 1956, for the sum of $10, and is located on the southwest corner of the intersection of Plyers Mill Road and Wheatley Street. The property is 7,500 square feet and is zoned for single-family development under the R-60 Zone.
  • The property has no improvements and contains eight (8) trees that have been evaluated by the Town’s Arborist:
  1. 18” Cedar – Excellent condition
  2. 23” Ash – Good condition
  3. 18” Black Walnut – Excellent condition
  4. 50” Ash – Fair condition
  5. Yew (6-stem) – Excellent condition
  6. 24” Ash – Fair condition
  7. 14” Yew – Excellent condition
  8. 22” Black Walnut – Good condition

Background:

The Town staff has requested that the Mayor and Council consider the sale of 3420 Plyers Mill Road, in which the proceeds would be used to acquire certain property on St. Paul Street, adjacent to the recently acquired 10528 St. Paul Street property (ServPro), where the Town plans to build a new Public Works building. The Town staff believes the additional property identified on St. Paul Street is necessary to not only build an appropriate Public Works building, but to expand upon St. Paul Park by potentially adding public restrooms and additional community features.

  • The possible sale of 3420 Plyers Mill Road would allow the Town to offset the cost of acquiring a necessary property and allow the Town to maintain financial flexibility to acquire future land for open space.
  • The Council has asked that the Town staff present additional funding options that do not include the possible sale of 3420 Plyers Mill Road, which include the Town taking on debt service and/or an increase in residential property tax rate.
